The public benefits of the scheme (improved access, congestion relief, ambulance access and supporting hospital consolidation) were found to clearly outweigh the less than substantial heritage harm identified.

The public benefits (improved access/egress, reduced congestion, ambulance access, pedestrian legibility, biodiversity net gain, support for Guild Living and NEECH) clearly outweighed the less than substantial harm, at the lowest end of the spectrum, to the Woodcote and Chalk Lane Conservation Areas.
