What decided it
The failure to secure nutrient neutrality and recreational mitigation for European sites, contrary to the Habitats Regulations and the development plan, rendered both appeals unacceptable notwithstanding the housing benefits they would deliver.
The social and economic benefits of providing a single additional dwelling in an accessible location and helping to address the Council's housing shortfall were clearly outweighed by the potentially adverse environmental effects on European sites.
