What decided it

The net loss of one dwelling conflicts with Policies CS21 and DM21.2 of the development plan, the Council cannot demonstrate a five-year housing land supply, and no material considerations outweigh this conflict.

The minor benefit of providing a more varied housing stock and the appellant's personal circumstances did not outweigh the harm caused by the loss of a residential unit and the conflict with development plan policy protecting housing supply.
