Main issues, as the Inspector framed them
- The quality of accommodation for future occupiers with particular regard to internal layout, amenity space and entrances
What decided it
The poor quality living conditions resulting from inadequate entrances to flats 4 and 5 and severely restricted outlook from three bedrooms outweighed the limited housing supply benefit.
The limited benefit of 5 dwellings to housing supply was significantly and demonstrably outweighed by considerable harm to the amenity of future users from poor quality living conditions, such that the presumption in favour of sustainable development did not apply
