What decided it

The site does not constitute limited infilling within the Green Belt exception because it is located at the end of ribbon development with a large gap to further built form, and therefore the proposal is inappropriate development in the Green Belt with no very special circumstances to justify it.

The substantial harm to the Green Belt by reason of inappropriateness and harm to openness was not clearly outweighed by the limited benefits of new homes, economic benefits, and the fallback position, therefore very special circumstances do not exist.
