Main issues, as the Inspector framed them
- The effect of the appeal scheme on surface water flooding
- The effect of the appeal scheme on the living conditions of the occupants of No 61, with regards to outlook
- The effect of the appeal scheme on fire safety
- The effect of the appeal scheme on the living conditions of the occupants of No 61, with regards to privacy
What decided it
The single storey extension and conservatory cause unacceptable harm to neighbouring living conditions through overbearing outlook and privacy loss from roof access, and the front garden works increase surface water flooding risk, outweighing any benefits to the disabled occupant.
