The site is not located within the principal built form of Patchole as required by Policy DM23 for open market housing, and the moderate housing benefits do not outweigh this conflict with the development plan under the tilted balance.

The moderate benefits of three additional dwellings and limited social and environmental benefits were significantly and demonstrably outweighed by the conflict with policies ST01 and DM23 of the development plan, such that the presumption in favour of sustainable development did not apply
