What decided it
The unsafe access point resulting from inadequate visibility splays at the junction of the long access track and public bridleway, which would be harmful to highway and pedestrian safety and conflict with Policy GEN1 of the Local Plan.
The benefits of the scheme (housing supply contribution, economic and social benefits, efficient use of land) were of limited value and were significantly and demonstrably outweighed by the adverse impacts when assessed against the policies in the Framework as a whole.
