What decided it

The inability to secure certain and adequate mitigation of the adverse effect of nitrate discharge on the integrity of the Solent European sites, which disengaged the presumption in favour of sustainable development.

Significant benefits including housing delivery for older people, brownfield reuse, economic, social and environmental benefits were outweighed by the unresolved risk of an adverse effect on the integrity of the Solent European sites, so the appeal was determined in accordance with the development plan and dismissed.
