What decided it
The Council's inability to demonstrate a five year housing land supply engaged the tilted balance, and the substantial benefits of housing delivery (including affordable housing) outweighed the less than substantial heritage harm and landscape/character harm.
The very substantial weight attaching to housing delivery and the significant weight attaching to affordable housing and the S106 benefits outweighed the less than substantial harm to heritage assets and the moderate harm to landscape character and appearance, such that the adverse impacts did not significantly and demonstrably outweigh the benefits under the tilted balance.
