The benefits of housing delivery, affordable housing provision, sustainability measures, biodiversity enhancements, public open space and highway improvements were outweighed by the adverse impacts of unsatisfactory drainage, which would significantly and demonstrably outweigh the benefits when assessed against the Framework taken as a whole.
