What decided it
The appeal site is located outside the settlement boundary in open countryside with poor accessibility to services and facilities, making it an unsuitable location for new housing contrary to the development plan, and this harm is not outweighed by the Council's ability to demonstrate a five-year housing land supply or the limited benefits of the proposal.
The Inspector found that the Council could demonstrate a deliverable five-year housing land supply of 6.19 years, meaning the tilted balance in paragraph 11(d) of the Framework was not engaged and the proposal should be determined in accordance with the development plan; the fundamental unsuitability of the location for housing outweighed the limited social, economic and environmental benefits, including the reuse of brownfield land and incorporation of green technologies.
