What decided it
The absence of a five-year housing land supply, combined with only limited harm from conflict with the development plan, meant the substantial benefit of housing delivery (including affordable housing) outweighed the identified harms under the tilted balance.
The limited harm arising from conflict with the development plan (landscape character and location outside settlement limits) did not significantly and demonstrably outweigh the substantial benefits of market and affordable housing delivery, so the tilted balance favoured granting permission for both appeals.
