What decided it

The constant daily noise from the commercial laundry machinery operating for many hours, which the Inspector found would cause unacceptable aural experiences for residents both within their dwellings and gardens, could not be adequately mitigated by conditions alone and required comprehensive sound-proofing and ventilation measures.
