Main issues, as the Inspector framed them
- Whether the proposed development would be consistent with local and national policies relating to the location of new housing development
- The effect of the proposed development upon the character and appearance of the area
What decided it
The Council's inability to demonstrate a five-year housing land supply combined with the failure to evidence adequate self-build plot provision, which engaged the tilted balance and made the benefits of the proposal significantly and demonstrably outweigh the identified harms.
The benefits of housing delivery, self-build provision, financial contribution to affordable housing, construction jobs, and sustainable location significantly and demonstrably outweighed the minor harm to character and appearance and location outside the settlement boundary when assessed against the Framework as a whole.
