What decided it

The temporary nature of the shroud screen, combined with its visual improvement over the degraded appearance of the vacant building with scaffolding and hoardings, and its containment within a busy urban area already dominated by commercial signage, meant the proposal would not harm character and appearance and would comply with local and national policy.
