The unacceptable harm to the character and appearance of the local area caused by the siting, scale and design of the proposed dwelling in a prominent position within a Leafy Residential Suburb, which substantially and demonstrably outweighed the housing supply and land-use benefits even under the tilted balance.
The modest economic, social and environmental benefits of housing delivery and efficient land use were outweighed by substantial environmental harm from poorly sited and designed development that would fail to protect or enhance the built environment, so the presumption in favour of sustainable development did not indicate approval
