The unacceptable harm to the outlook and openness of the rear garden of 30 Bredhurst Close caused by the visual dominance and oppressive enclosure of the three-storey element, which would significantly and demonstrably outweigh the modest housing and economic benefits when assessed against the Framework as a whole.
The modest benefits of housing delivery and use of brownfield land were significantly and demonstrably outweighed by the unacceptable harm to the living conditions of neighbouring occupiers with regard to outlook, even applying the tilted balance under paragraph 11(d) due to lack of five-year housing land supply.
