Main issues, as the Inspector framed them
- whether the site is a suitable location for development having regard to the settlement hierarchy and development strategy for the authority, and if it is not, whether there are any material considerations that would justify reaching a different conclusion
- the effect of the development on the integrity of habitats sites
What decided it
The absence of a securing mechanism to ensure the financial contribution towards habitats mitigation would be used for the measures set out in the RAMS meant the proposal could not be concluded to adequately mitigate its likely significant adverse effect on the integrity of the designated habitats sites.
the benefits of the scheme (housing delivery, economic benefits, biodiversity enhancements and efficient use of previously developed land) would outweigh the conflict with development plan location policies, but this was outweighed by the unmitigated adverse effect on habitats site integrity
