What decided it
The harm to character and appearance caused by the scale, bulk, siting and incongruity of the proposed dwelling significantly and demonstrably outweighed the benefits of housing delivery in the context of a shortfall in 5-year housing land supply.
The shortfall in housing land supply engaged the presumption in favour of sustainable development and the benefits of a new home and construction employment were acknowledged, but the significant harm to character and appearance demonstrably outweighed these benefits when assessed against the Framework taken as a whole.
