What decided it

The clear conflict with national flood risk policy (failure of the sequential test) combined with harm to landscape character significantly and demonstrably outweighed the limited benefits of a temporary residential caravan, leading to dismissal of the ground (a) appeal.

The very significant weight given to conflicts with settlement policy, landscape harm, flood risk policy conflict and lack of biodiversity net gain significantly outweighed the limited housing and economic benefits of a temporary caravan, so the appeal was dismissed.
