The harm to living conditions of existing and future occupants and incompatibility with existing businesses significantly and demonstrably outweighed the limited benefits of housing delivery and office space creation, such that paragraph 11(d) of the Framework did not indicate the decision should be otherwise than in accordance with the development plan.
