Main issues, as the Inspector framed them

  • Whether the site is suitably located for the development proposed, having regard to local and national policy

What decided it

The Council's inability to demonstrate a five-year housing land supply, combined with the modest scale of the proposal and its accordance with the environmental, social and economic objectives of sustainable development, meant the presumption in favour of sustainable development applied and outweighed the conflict with the development plan.

The conflict with the Council's spatial strategy in the local plan was outweighed by the benefits of housing delivery in the context of a significant shortfall in housing supply and the proposal's accordance with the three dimensions of sustainable development, applying the tilted balance under paragraph 11(d) of the Framework.
