The combination of poor design conflicting with Policy PCS23 and harmful overlooking to neighbouring occupants outweighed the housing supply shortfall benefit, as the tilted balance test was not satisfied.
The benefits of providing three additional residential units to address the housing land supply shortfall were outweighed by the significant adverse impacts on character and appearance and living conditions of neighbouring and future occupants; the presumption in favour of sustainable development was not engaged.
