What decided it

The harm to character and appearance caused by the incongruous siting and design of the new dwelling, creating an uncharacteristic terrace form that would unbalance the established rhythm and spacing of Whirlowdale Road, significantly and demonstrably outweighed the limited housing supply benefits even under the tilted balance.

The benefits of the scheme (limited contribution to housing supply and social and economic benefits during construction) were significantly and demonstrably outweighed by the identified harm to character and appearance when assessed against the Framework policies taken as a whole, including the presumption in favour of sustainable development.
