Main issues, as the Inspector framed them

  • the effect of the proposed development on the character and appearance of the area
  • the safety of highway users in Sevenoaks Road, with particular regard to visibility
  • the living conditions of future occupiers of the proposed dwelling, with particular regard to the amounts of interior space and outdoor amenity space

What decided it

The harmful disruption to the uniformity and rhythm of the distinctive terrace façade through the design of the proposed front porch and ground floor window opening outweighed the benefits of housing delivery in the context of the Council's housing land supply shortfall.

The adverse effects on character and appearance of the host building and area significantly and demonstrably outweighed the benefits of housing delivery and other considerations when assessed against the Framework as a whole, such that the presumption in favour of sustainable development did not apply.
