Main issues, as the Inspector framed them
- Whether the location of the site is suitable for residential development
What decided it
The location is unsuitable for residential development because future occupants would be heavily reliant on private motor vehicles with consequential environmental harm, and this significant harm substantially and demonstrably outweighs the housing and economic benefits.
The social benefit of housing provision and small economic benefit from construction were substantially outweighed by cumulative environmental harm from increased motor vehicle use and pollution, such that the presumption in favour of sustainable development did not apply.
