What decided it

The significant harm to the character and appearance of the area caused by the visually dominant and cramped appearance of the new dwelling in relation to the established spacious townscape, which significantly and demonstrably outweighs the modest benefits of delivering one additional dwelling.

The modest benefits of housing delivery and meeting local housing need were outweighed by the significant harm to character and appearance; the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework taken as a whole.
