What decided it

Once the Council formally varied the enforcement notice to extend the compliance period to six months on 4 March 2022, the Appellant's appeal seeking a four-month period had no reasonable prospect of success, and the Appellant's continued pursuit of the appeal after being requested to withdraw it constituted unreasonable behaviour justifying a full costs award.
