What decided it

The significant harm to the character and appearance of the AONB caused by the introduction of an intensive domestic environment around the building, which would unacceptably erode the scenic qualities of the designated landscape, outweighed the minor benefits of providing one additional dwelling and modest economic benefits.

The adverse impacts on the character and appearance of the AONB and overall conflict with the development plan significantly outweighed the scheme's minor benefits of one additional dwelling, modest housing supply contribution, and local economic benefits; the Framework's protection of AONBs provided a clear reason for refusal and the presumption in favour of sustainable development was not engaged.
