What decided it

The significant harm to the character and appearance of the area, through the creation of a more intensive residential environment that would encroach into open countryside and erode the settlement edge, outweighs the minor benefits of housing provision and building re-use.

The minor benefits of housing provision, visual improvements to the barns, and efficient re-use of an underutilised building were significantly and demonstrably outweighed by the significant harm to character and appearance and conflict with the development plan, such that the proposal would not be a sustainable form of development.
