Main issues, as the Inspector framed them
- The effect of the proposal on the character and appearance of the host building and surrounding area
- The effect of the proposal on the living conditions of occupiers of neighbouring property
What decided it
The increased scale, height and fenestration of the front gables, combined with the prominent air conditioning units and pipework on the flank elevation, created an overbearing and cluttered appearance that undermined the open character of the area and adversely affected neighbouring amenity, contrary to Policy DM9.
