Each property would retain adequate parking provision with two independently accessible spaces, and any increased on-street parking demand would not harm highway safety or character given the low traffic speeds, limited traffic flow, and availability of nearby visitor parking.
The benefits of providing secure garage parking for the occupants outweighed the Council's concerns about parking provision, as adequate off-street parking would be retained and no material harm to highway safety or character would result.
