What decided it
The harm to the significance of the conservation areas, to which paragraph 199 of the Framework gives great weight, is not outweighed by the modest benefits of a single dwelling, and the proposal conflicts with the development plan spatial strategy.
The modest benefits of providing a single dwelling of a type in demand, including social and economic benefits and environmental benefits from sustainable measures, do not outweigh the less than substantial harm to the significance of the Rousham Conservation Area and the setting of the Upper Heyford Conservation Area, to which great weight must be given under paragraph 199 of the Framework.
