Main issues, as the Inspector framed them
- The effect of the development on the living conditions of surrounding occupiers, having regard to noise
What decided it
The imposition of a strict condition requiring submission and implementation of an attenuation scheme capable of attenuating noise emissions by at least 24dB made the development acceptable despite the identified harm to neighbouring living conditions.
The harm to neighbouring living conditions from noise was outweighed by the ability to mitigate that harm through a strict attenuation condition, and the preservation of the conservation area character and appearance.
