The substantial benefits of housing and specialist elderly accommodation delivery and brownfield reuse, together with moderate economic and community benefits, outweighed the limited harm to non-designated heritage assets and limited conflict with Tall Building policies, with the proposal found to accord with the development plan as a whole (and, in the alternative, to pass the tilted balance under paragraph 11(d)(ii)).
