Main issues, as the Inspector framed them
- the effect of the proposed development on the character and appearance of the area
- the living conditions of the occupiers of neighbouring properties in respect of overlooking
What decided it
The unacceptable harm to the character and amenities of the local area through inappropriate development of garden land that would be incongruous and out of keeping with the established pattern of development and the important natural green setting of the eastern side of Farm Close.
The small benefits of housing provision, energy efficiency, construction employment and local spend were insufficient to outweigh the harm to character and appearance and conflict with the development plan, particularly given the Council's demonstrated five-year housing land supply and the availability of more policy-compliant windfall sites.
