What decided it

The appeal site is located in open countryside outside the defined settlement boundary and does not meet any of the exceptions in policy 3 of the Cornwall Local Plan for housing development, and the location is not sustainably accessible to local services and facilities.

The economic and housing benefits of the proposal, which were small, were insufficient to outweigh the significant harm identified through conflict with the development plan's spatial strategy and sustainability requirements.
