The appellant failed to demonstrate that there was a proven need for the additional landfill capacity because suitable, feasible and available alternative sites existed, particularly Wellfield Quarry and potentially other safeguarded quarry sites.
The benefits of biodiversity net gain, potential flood improvement and increased agricultural productivity were insufficient to outweigh the conflict with Policy LP46 and the development plan.
