The scale, form and footprint of the proposed south elevation extension with glazed link would overwhelm the original barn, leading to loss of its unique and simple character and resulting in harm to the significance of the non-designated heritage asset that cannot be justified by public benefits, as all identified benefits could be secured through the extant 2009 Permission.

The identified benefits of housing provision, barn reuse, short-term employment and local spend were outweighed by the harm to the significance of the non-designated heritage asset, particularly as the Council can demonstrate a 5-year supply of housing land and the benefits could be secured through the extant consent.
