The Council's inability to demonstrate a five-year supply of Gypsy and Traveller pitches, combined with the finding that the proposals otherwise complied with the development plan as a whole.

the pressing and urgent need for Gypsy and Traveller pitches and the limited, localised harm to countryside character (mitigated by proposed landscaping) were weighed against the limited weight given to the intentional unauthorised development, with the balance tipping in favour of the proposals according with the development plan as a whole and permission being granted
