What decided it

The absence of a five-year supply of deliverable housing sites engaged the presumption in favour of sustainable development, and the benefits of housing delivery substantially outweighed the conflict with the spatial strategy and loss of agricultural land.

The conflict with the spatial strategy and modest loss of high-grade farmland were outweighed by the substantial benefits of housing delivery (including affordable housing) and significant economic benefits, assessed against NPPF policies as a whole under the tilted balance.
