What decided it

The harmful erosion of the visual separation between Carnyorth Terrace and northern dwellings, combined with the less than substantial but nonetheless significant harm to the Conservation Area and World Heritage Site, could not be justified by the moderate housing benefits and minor economic benefits of a single dwelling.
