The proposed outbuilding and its uses satisfied the test for permitted development under GPDO Schedule 2, Part 1, Class E, as the building would fall within the curtilage of the dwellinghouse and each proposed use was incidental to the enjoyment of the dwelling with a reasonable and proportionate scale.
