What decided it

The proposal conflicts with the development plan's spatial strategy by locating housing outside the settlement boundary where it fails to meet all criteria of Policy HOU3, and would cause substantial harm to the living conditions of adjoining occupants through noise and light disturbance from the proposed access.

The moderate weight of benefits including housing delivery, economic benefits and biodiversity did not outweigh the substantial and long-lasting harm to living conditions and conflict with the development plan's spatial strategy
