What decided it

The proposed alterations to the main dwelling comply with heritage and design policies and would better reveal the significance of the non-designated heritage asset, but the proposed garage/home office with prominent large windows would fail to preserve the Conservation Area character and result in harm that is not outweighed by its limited benefits.
