What decided it

The rear garden fence, although higher than 2m, is set well back on the plot in a relatively enclosed space with open trellis detailing that mitigates visual impact, and therefore preserves the character and appearance of the conservation area and does not unacceptably harm the outlook from the adjoining commercial property.
