What decided it

The Council's inability to demonstrate a five-year housing land supply, combined with the proposal's modest contribution to housing and self-build provision, outweighed the modest harm from conflict with the development strategy and accessibility policies when assessed against the Framework as a whole.

The adverse impacts of the location and accessibility of the site, afforded modest weight due to the Council's failure to deliver sufficient homes, did not significantly and demonstrably outweigh the combination of benefits including housing supply contribution, self-build provision, economic advantages, and potential community vitality enhancement, when assessed against the Framework as a whole.
