The proposed BT Street Hub and digital advertisements would harm the character and appearance of the Bloomsbury Conservation Area by introducing an incongruous, attention-drawing feature that detracts from the area's historic qualities and spaciousness.

The less than substantial harm to the heritage asset is not outweighed by the public benefits of access to free WiFi and related information.
