What decided it

The blocking up of the two ground floor lounge windows that would cause harmful overlooking, combined with regrading of land levels to approved heights, resolved the material harm to neighbouring living conditions and character and appearance, allowing Appeal C to succeed while Appeals A and B were dismissed.
